PCMM on C4

I'm trying to deploy a custom policy server implementing COPS + Packetcable Multimedia on an Arris C4 CMTS and found some problems: when I send a gate-set command I always get an unspecified error (i.e. error code 127). The strangest part is that I only get this for gate-set commands which should be OK, since I get a real error code when an error condition is met (i.e. I get invalid subscriber when the subcriber doesn't exists and insufficient resources when the service flow makes no sense).

Did somebody here got a C4 working with COPS/PCMM? Have you ever found this kind of problem? Any help will be more than welcome.
